DESCRIPTION:
An Environmental Impact Report (EIR) is prepared when it is clear that a project will have significant effect on the environment, or if there is a large controversy regarding the possible effect on the environment. As part of the EIR, Tech prepared a greenhouse gas (GHG) analysis, per the requirements of the Massachusetts Environmental Policy Act (MEPA) GHG Protocol. The analysis was for an addition to be added to the Plainridge Racecourse to house casino slot machines. The GHG policy requires quantification of carbon dioxide (CO2) emissions and identification of avoidance measures to minimize or mitigate such emissions. There are three sources from which the quantification of GHG emissions can occur: direct on-site emissions from stationary sources, indirect off-site emissions from energy generation, and traffic generated by the project itself. To perform the analysis for this project specifically, Tech incorporated the use of eQUEST energy design software and calculated the transportation CO2 emissions. Tech found that if appropriate energy efficiency building design and Transportation Demand Managements (TDM) measures are taken, there would be a net reduction in total CO2 emissions.
