Long Term Sound Monitoring for the Howard Wind Project

DESCRIPTION:

Due to multiple neighbor complaints regarding the noise from the wind turbines of the Howard Wind Project, Tech performed sound monitoring to identify and explain any measured values over 50 dBA. The Town of Howard Wind Law states that “audible sound due to wind turbine operation shall not exceed 50 dBA on a one hour average, when measured from adjacent dwelling units.” Tech collected 1- hour average (Leq) sound level measurements over a 30-day period from three nearby residences, as well as one background measurement to use in calculating the sound level from the turbines only.

To screen out time periods contaminated by loud noises other than wind turbines, a series of criteria were applied. Hours were excluded from analysis if there was measurable precipitation, large wind gusts, or loud and intermittent human activity noise. All hours where the sound from the wind turbines dominated the measured levels were below 50 dBA and in compliance with the Town Wind Law. These results were consistent with the analysis and predicted results included in the SEQRA evaluations and Findings which, based on those assessments, concluded that Project sound would not have an undue adverse impact on the community or off site dwellings.
