Lorusso Corporation - Proposed Bituminous Concrete Facility Sound Compliance Review

DESCRIPTION:

Lorrusso Corporation retained Tech Environmental (Tech) to complete a peer review of sound study that another consultant had performed for a proposed bituminous concrete facility. Tech determined that the sound study was similar in scope to the comprehensive noise analysis that would be provided to DEP as part of the application for this facility for Air Plans Approval (310 CMR 7.02) after the project receives local approval and proceeds to detailed design.

Tech found that there were several flaws in the sound study. The sound study improperly included the sound from transportation sources that are not regulated by the MassDEP Noise Policy. The sound consultant also did not include any sound barrier walls. Lastly, the study did not include the use of noise enclosure for the baghouse fan, one of the loudest sources. Tech concluded that correcting the noise analysis to fix these issues resulted in predicted sound levels at the nearest house that are well below 60 dBA, and therefore, in compliance with the MassDEP Noise Policy, even without accounting for the benefits of noise barriers.

Tech recommended that a corrected analysis would demonstrate that the Lorusso facility will fully comply with the DEP Noise Policy.
