DESCRIPTION:
Tech Environmental prepared the greenhouse gas (GHG) and mesoscale air quality study components of the Draft EIR (DEIR) for the Genzyme Framingham Master Plan. The MEPA Certificate required an extensive mitigation analysis with over 30 separate energy reduction measures requiring analysis. Tech performed energy and CO2 modeling for the eight new buildings and three new parking structures/additions using the U.S. Department of Energy eQUEST model, including calculations of cumulative effects. Tech quantified the effectiveness of the MEPA-listed energy mitigation measures with the eQUEST model, and performed technical feasibility and cost feasibility analyses, when required. Tech performed CO2 modeling of the project motor vehicle trips using MOBILE6.2, including mitigation measures. To summarize our work, Tech prepared a detailed GHG report for use in the DEIR, including the eQUEST modeling output in an appendix.
TEI also performed a mesoscale air quality analysis for volatile organic compounds (VOC) and oxides of nitrogen (NOx) in accordance with Massachusetts Department of Environmental Protection's (DEP) "Guidelines for Performing Mesoscale Analysis of Indirect Sources." Motor vehicle emissions in the study area were calculated for six cases. The EPA MOBILE6.2 model was used to calculate VOC and NOx motor vehicle emission rates for the average daily traffic speeds. A mitigation analysis was also prepared. This work was summarized in a detailed report and technical appendix.
