DESCRIPTION:

The City of Cumberland, Maryland Department of Public Works runs a 14 dry-ton-per-day (DTPD) biosolids heat drying facility at their Wastewater Treatment Plant in Cumberland, Maryland. The facility is operated and maintained by New England Fertilizer Company (NEFCO). Tech Environmental, Inc. (Tech) was originally retained in 2009 to prepare a Maryland Department of the Environment (MDE) permit-to-construct application, and in 2010 to complete the MDE state permit-to-operate.

In 2011, Tech was retained by NEFCO to prepare emissions certification forms and a greenhouse gas emissions calculation that were originally due to MDE by April 1st from NEFCO. MDE granted a two-week extension to file the emissions certification forms. Tech used the emissions calculation spreadsheet it developed for the air permit to calculate the criteria air pollutants (NO2, SO2, fine and coarse PM, Pb, VOCs, and CO) and toxic air pollutant emissions. Additionally, Tech calculated greenhouse gas emissions based on the heat dry and thermal oxidizer fuel usage for 2010. Tech prepared electronic and hard copies of the certification forms, backup calculations, and a statement letter indicating compliance status of the facility with the Maryland Air Toxics Regulations. As a result of Tech's efforts, under a last-minute, high-pressure time environment, NEFCO was able to file the emissions certification forms successfully.
