Integrated Gasification Combined-Cycle Power Plant

DESCRIPTION:

Mississippi Power Company proposed to build and operate a 550-MW Integrated Gasification Combined-Cycle (IGCC) power plant in Kemper County, Mississippi. Tech was retained by ECT, Inc. to prepare a noise impact analysis as part of a Federal Environmental Impact Statement for the operation and construction of the power plant and for the adjacent coal mining operation. The proposed IGCC power plant and coal mining operations would operate 24 hours/day and 7 days/week. Noise modeling results were compared to the EPA noise guideline.

Tech calculated maximum sound levels at nearby sensitive receivers using a sophisticated 3-D acoustic model for both the IGCC power plant and coal mining operations. Modeling was conducted for each operation (power plant and coal mining) separately and combined.  The results of the modeling analysis  found the cumulative impact from the IGCC power plant and coal mine operating simultaneously would not generate sound levels any higher than those generated from the IGCC power plant by itself. Tech recommended mitigation measures that included standard silencers and acoustical enclosures on the combined-cycle turbine equipment, as well as noise barrier walls around the PAC and PAC intercoolers.
