DESCRIPTION:
Aggregate Industries Northeast Region owns and operates a ready-mix concrete plant in Waltham, Massachusetts. Aggregate proposed to add a ready-mix flowable fill product line to its current concrete plant operations. Flowable fill is a controlled low-strength concrete material that is self-compacting and has desirable properties in backfill applications, such as pipe culverts, utility trenches and soil erosion control. Flowable fill is a mixture of a wet fine sand, concrete, ash, additives and water. Tech was retained by Aggregate to asess the potential air permitting necessary for installing the ready-mix flowable fill production line at the plant.
Tech reviewed the 310 CMR 7.00 rules, and based on the particulate matter potential emissions calculations, determined that the new emission unit is a De minimis source (less than one ton per year emissions) and that it should be exempt from a new air plan approval. Tech prepared an exemption request letter for Aggregate Industries that was filed with MassDEP Northeast Regional Office. MassDEP approved the installation of the ready-mix production line without requiring Aggregate to file an air plan approval application.
