Noise Analysis for HMA Plant Modifications

DESCRIPTION:

Aggregate Industries' Northeast was required by MassDEP to obtain an updated Air Plans Approval for its 150 ton per day Hot Mix Asphalt (HMA) production plant on Coolidge Avenue in Watertown. Tech Environmental provided the noise study component of the Comprehensive Plan Approval application, including a P.E.-stamped SFP-3 form.

The facility made two changes affecting sound generated by the facility: 1) A new low-noise gas burner will replace the existing dual-fuel burner on the aggregate dryer; and 2) A Recycled Asphalt Pavement (RAP) feed bin and conveyors will be added to the process. The noise analysis involved four steps: (1) measure existing sound levels in the vicinity of the site; (2) identify Project sound source components and quantify sound power using on-site measurements and ANSI Method S12.56-199 in conjunction with manufacturer's data; (3) predict maximum operational sound levels at the nearest residence and at the property line using the Cadna-A acoustic model (International Standard ISO 9613-2); and (4) verify compliance with the DEP Noise Policy.

Tech's study demonstrated that the Project would not create a noise nuisance condition, would be inaudible at the nearest residences, and would fully comply with the most stringent sound level criteria set by the Massachusetts DEP Noise Policy.
