Noise Analysis for Proposed Film Studio

DESCRIPTION:

Plymouth Rock Studios selected a golf course in Plymouth as the site of its $300 million "Hollywood East" project. The studio has selected the 240-acre Waverly Oaks Golf Club property on Long Pond Road. The proposed project would include a film and TV production studio featuring 14 sound stages, a back lot, and a multi-purpose theater, along with a hotel, office buildings, and an educational campus.

Tech Environmental prepared a noise impact analysis as part of the Expanded Environmental Notification Form (EENF). Tech was also involved in developing noise limits for the proposed Town of Plymouth Movie and Entertainment Production Overlay District (MEPOD) Bylaw. Tech participated in Planning Board public work shops addressing potential operational and construction impacts.

The analysis quantified the sound level impacts from the construction and operation of the facility. The initial phase of the analysis involved establishing the existing baseline sound levels at the locations near the Project that were included in the analysis.

The operational noise impact analysis evaluated rooftop heating, ventilation, and air conditioning equipment (HVAC) equipment, cooling towers, and power generating sources, such as emergency generators. Future maximum sound levels at the nearest residences were calculated with a sophisticated 3-D acoustic model assuming simultaneous operation of all regulated sound sounds at their maximum loads. Tech's analysis demonstrated that the Project would fully comply with the DEP Noise Policy and MEPOD Bylaw.

Tech also evaluated project construction noise impacts, and demonstrated that the temporary sound of construction would not create a noise nuisance condition and construction sound would be similar in character to existing daytime sound levels in the nearby residential areas.
