Clearwater Port LNG Offloading Facility

DESCRIPTION:

The Clearwater Port LNG re-gasification facility was proposed in the Santa Barbara Channel off of California to prepare gas for transport (via pipeline) to the shore within the Reliant Mandalay Power Generating Station in Oxnard, California.  The proposed facility would have the capacity of receiving up to 139 LNG carriers annually, and would include regasification equipment, send out pumps, other associated process equipment, and power generation equipment to provide for an average daily gas send out of 1.2 Bcfd, with a peak send out capacity of 1.4 Bcfd.

Tech Environmental assembled underwater sound level information, and conducted noise modeling related to construction and operation of the facility.  Tech also completed acoustic modeling for the proposed LNG docking station using a 3-D acoustic model that conforms to ISO standards and incorporates sound attenuation due to wave spreading, air absorption, and building shielding.  Sound levels were computed in the water using standard transmission coefficients for air-water sound propagation, and predicted sound levels were compared to existing underwater background for typical sea states.
