Power Plant Noise Impact Study

DESCRIPTION:

CPV Maryland, LLC proposes to build and operate a 640 MW natural gas-fired, combined-cycle power plant in Charles County, Maryland using GE 7FA combustion turbines.  The proposed site consisted of more than 70 acres of land located in the Piney Reach Business Park to the west of the Charles County landfill on Billingsley Road.  A noise impact study of the proposed project was required to show compliance with the Maryland State noise regulations (COMAR 26.02.03), and the Charles County zoning ordinance for noise (Charles County Code, Sections 297 32).

Tech Environmental conducted a noise impact study incorporating the major sound sources at the project site to be combustion turbines, a steam turbine, generators, heat recovery steam generators (HRSGs), transformers, a gas metering station and either an air cooled condenser or a wet cooling tower.  Baseline sound level monitoring was done for the project area.   Future sound levels were predicted with the Cadna/A model (ISO 9613-2).  The study concluded that the maximum sound levels from the project would fully comply with the limits in the State Noise Regulations established by the Maryland Department of the Environment (MDE).
