Noise Study for Proposed Water Treatment Facility

DESCRIPTION:

The Westchester Joint Water Works proposed to construct a water treatment facility (WTF) for its Rye Lake, New York supply capable of treating a maximum flow of 20 million gallons per day (mgd), with an average flow of 8 mgd. As part of the Environmental Impact Statement for the project, it was necessary to demonstrate that both mobile and stationary sources from the proposed project would not create an adverse noise impact. This project was unique because the area was already considered a noise sensitive area because of the Westchester County Airport CEA, and therefore the allowable increase in sound to the area is very restricted.

Tech Environmental's noise assessment of the proposed WTF, established existing sound levels at the closest residence to the site. These results were combined with acoustically modeled future conditions with the facility in operation to determine the expected sound levels. The assessment also examined potential increases in noise from construction and included various potential construction abatement options, were apporpriate.

The study demonstrated that the proposed facility would not significatly add noise to this sensitized area surrounding the airport.
