Technical Review of Expanded ENF

DESCRIPTION:

An Expanded ENF had been prepared for the Everett Power Project, and a technical review of the air quality and noise sections was necessary to determine if the EENF adequately addressed any air quality or noise concerns from the project. It was extremely desirable for the Everett Power Plant's project schedule to address all of the potential air quality and noise concerns in a single Expanded ENF.

Tech reviewed the air quality and noise portions of the Expanded ENF. The air quality review included QA checks on emission rates and dispersion model calculations and estimation of PM2.5 impacts from the Project, and comparison to both the existing and the recently proposed (more stringent) PM2.5 National Ambient Air Quality Standards. The noise review included a review of the background monitoring data, verification of the sound power levels and frequency spectra for the equipment, and a QA check on sound propagation model calculations. Tech reviewed the EENF for the project and determined it to be complete. Tech added further value by interpreting and presenting the air quality and noise concerns in simple and easy-to-understand terms, and recommended additional noise mitigation.
