AQ and Noise Studies for Smart Growth Development

DESCRIPTION:

Blue Back Square, a smart growth development in West Hartford, required extensive air quality and noise studies to clear regulatory hurdles at the local level. Tech Environmental was retained to study the existing conditions, model construction and­ future conditions, and present the results to local authorities.

The air quality study examined pre-construction air quality conditions at the location, modeled expected traffic impacts at nearby intersections and proposed parking garages, and determined that the project would be in compliance with relevant state and federal Ambient Air Quality Standards. Carbon monoxide and ozone levels from vehicle traffic were examined in particular; the smart growth aspects of the project contributed to the study's conclusion that air quality impacts would be within regulatory guidelines.

The noise study measured existing sound levels, both day and night, and acoustically modeled construction noise impacts, as well as future potential impacts from rooftop mechanical equipment, on nearby residences. By comparing data from conservative computer modeling with relevant state and local noise regulations, Tech was able to determine that the project fully complied with all noise regulations.

Tech principals made public presentations in support of the project, which was subsequently approved and constructed. Today, Blue Back Square is a thriving development that includes residential, retail, and commercial sectors.
