Feasibility Analysis and Permitting Assistance

DESCRIPTION:

Orion Power Holdings, formerly Columbia Electric Corporation, proposed to construct and operate three 500 MW natural-gas-fired peaking plants at three different sites in what was then known as the ECAR (East Central Area Coordination Agreement) region. Each plant would consist of six GE Model 7121 (EA) turbines.

Tech Environmental provided assistance in the siting feasibility analyses of the projects by evaluating permitting schedules in each of the eight ECAR states and identifying key regulatory issues. For the three preferred sites in West Virginia, Kentucky, and Ohio, Tech Environmental provided air quality strategic planning, noise monitoring, impact and mitigation analyses, and full air permitting services, including construction, operation, and acid rain permits. As the permitting process proceeded, the Ohio project was cancelled. The West Virginia and Kentucky projects were permitted on a drastically expedited fast-track schedule, and all construction permits were in place within seven months of the project start.
