DESCRIPTION:

As part of the Clean Air Act Amendments of 1990, all major sources of air pollution are required to obtain a federal Title V operating permit. The permit is submitted to, and approved, by each state's environmental division. Today in Vermont, one typically submits a Title V permit application, along with its major source application, or an updated Title V application for an existing facility for renewal. For this project, Tech had to submit the first-ever Title V permit application for four gas turbine power generating facilities for Green Mountain Power.

Since Title V was a fairly new air permitting program at the time, a number of rules were added and/or changed between the draft submittal and the final submittal. Tech was able to get these permit applications approved, even with the regulations continuing to be finalized during the process.
