Title V Air Permit

DESCRIPTION:

Rock-Tenn Company manufactures boxboard on two paper machines at its Mississquoi Mill. The boxboard is made from fibers derived from used cardboard trucked to the mill. A minor modification construction permit application was prepared for Rock-Tenn to remove gas-fired burners in their two coating drying ovens and replace the drying with steam from the four existing boilers at the mill. Existing emissions sources consisted of four steam boilers firing #6, 2 percent sulfur heavy oil. Two of the boilers were also capable of firing natural gas which served as the primary fuel. Actual and allowable emissions from the boilers were calculated and an annual fuel cap taken by Rock-Tenn in order to keep the modification "minor" and avoid MSER on the four boilers. Actual and allowable VOC and ammonia emissions from the coating process were also calculated.

An Operating Permit was also prepared for the Rock-Tenn Mississqoui facility. This was done to conform to Title V of the Clean Air Act Amendments and Subchapter X of the VT ANR, APCD regulations promulgated to conform to Title V
