DESCRIPTION:

The Massachusetts Petroleum Council (MPC) sought to provide the Massachusetts DEP with data that could convince the EPA to redesignate Massachusetts as an attainment area for carbon monoxide (CO). Tech Environmental provided air quality modeling and data analysis over a two-year period, in coordination with the DEP, the US EPA Region I, and the Massachusetts Highway Department consultant.

An independent review of the calculations being used by DEP to support their call for more stringent Massachusetts' Stage II VOC regulations was also conducted. Tech Environmental stress tested the level of compliance with the specific emissions limits and determined the validity of the approach taken by the MA DEP. Tech provided expert testimony at meetings with regulatory agencies and members of the Massachusetts Legislature. Litigation support was provided by Tech Environmental experts to the Massachusetts Petroleum Council.
